My boss says "find out what this frequency is based on!" so here I am :)

Anyways, in DragonSP's scripts you have something like...
//Willow Tree + green leaves
0175 0ce6 0000 0000 0000 0000

I know the 0175 is frequency (at least, I think it is!)
I know the higher the number the more of em I'll end up with

So the question is, what's the highest number? What's the range?

Thats the 'frequency' for the overall items listed in that script.. it only changes the chance of placement, within the overall chance that the items.txt file gives it to begin with..

Anyways, the 0175 number is actually.. 17.5 the numbers are 4 diget, but is only from 0 - 100.. so, 0010 is 1.0, 0100 is 10.0, 1000 is 100.0 etc..

Actually I don't know about the decimal place on the weight (it does stand to reason as the rest of the program handles numbers like that).
At any rate it is moot, because what matters in this calculation is the numbers in relation to the rest of the numbers.

Frequency (or weight in mapgenerator) is like the number of times we throw their token in the hat. Then we pick 1 at random.
