You have to use Ry's link right above your post, not the one at the top.
To be honest though it's a useless document. The kind of information in it is VERY basic. The technical details of building are also dated. There are a lot of different methods now.

I"m writing this almost a year after your post.. but to me... I'm new to the map creating business.. so anything basic with as little tech detail is useful.
