My opinion:

If you have interest and know how to create new land tiles, do it. Dont go overboard with recreating Dragon. Just modify Dragon from a standard version with your new tiles...

Or, better yet, maybe just a simple package containing:
  • New tile graphics
  • Instructions to edit Dragon for them
  • instructions to add new tiles into *mul files with a mul editor

Keep it simple, because trust me.... even if you keep it go overboard to making it easy for everyone, you will still be explaining How-To do it over and over to people.. Dunno why, but its inevitable :?

I'll find the most needed tools for F9-F12 too, and include it to Actions pack. I'm working on that right now.

I would check out this discussion http://www.ryandor.com/forum/viewtopic.php?t=1115 before I wasted swatches for secondary tilesets, but that's just me.
