Would being able to see the transition, as it will be seen in the client, be useful when one is building transitions?
If yes, is one willing to accept the fact that display would be in opengl (until I can find a reasonable transformation matrix formula for binding).

This wouldn't be too taxing, so I am hoping that even embedded graphic chip drivers could handle it, but I don't really have much insight into if they could or not.

Absolutely yes. Seeing the transition in real time while building them would save a lot of time and ensure correct transitions.

I 2nd that.

From personal experience I can say that unless framerate is an issue (which it wont be I guess) you can just OpenGL it, and everyone should be able to use it, even with an onboard card. It will just take a bit longer. So if the rendering of transitions would be optional, that would even be better.

OpenGL is very fast, even when done entirely in software. In fact, using either DirectX or OpenGL (my choice), or an API that uses one/both, is about the only way to achieve fast graphics on a PC. Faster even than blitting directly to screen memory (much faster, in fact, on any remotely recent computer).

I will help you with the transformation matrix, though, if you want to make your program run more slowly. Let the transformations be done in hardware, that is why it is there. Let the CPU do something more interesting if the user has a graphics card.
