In my quest to make it easy for people to edit maps, I've found a FREE paint program that can easily work with a bmp map file.
It's called I.Mage and you can find it at

Scroll down into the free program section and grab it. It's not even that big, but it appears to work nice for editing the bmp. I've not had a chance to really play with it much yet, so I need people to run it through it's paces of map editing. It uses JASC palette files (*.pal), however, the .pal file that I include in my mod-8 does NOT work. (see end of message for temporary solution)
This program is kind of old, and the auther doesn't appear to really support it, but it is open source and most importantly, it's free, unlike Photoshop.
Once you download, install and run it, you can open an existing map.bmp file and the palette will automatically show up. While you'll have to use a different program to reference the colors for type and altitude, you can easily select the color needed to paint with. Here's a few features of use that I've found:
Multi level zoom
split screen (zoom/1:1)
palette veiwable (resizeable to make it 8x8 "grid" to line up with colortable.bmp)
save/load palettes
Configurable Grid
Configurable Undo
Definable brushes
If you are interested in helping find out the full potential of this program, download and play around with it. Tell me if it's good or bad. I'm thinking of making this the "default" editor to recommend for use when making maps.

Unzip it. In I.Mage, right-click in the palette area and load.
Resize the palette window so that it shows it in rows of 8.
