I've seen semi-transparent blue tiles used to make hot tubs and pools...would it be possible to use them to make "fordable" river crossings that looked like a river?

Most people just use a blood tile dyed to the color of the water tiles. That way it looks like water but it is a walkable tile.

You also have the choice of editing actual water tiles to make them passable as well.

You can also put down water statics over walkable terrain (like dirt, grass, etc). The reason you can't normally walk over static water is because the maptile under it is not walkable.
